DecaturFor most of twenty years, the North DeKalb Mall site was going to be a Costco. That plan died in 2018. What stands there in September 2026 is a finished Publix shell, 303 apartments topping out, and a county tax deal worth up to $70 million. This is the first version close enough to measure.
DecaturDecatur put a $13 million tax incentive behind a grocery store on the Baby Kroger block, and the lease AMLI certified in February runs 15,000 square feet, the same footprint as the store that closed in 2022. Here is what is signed, what is not, and when it opens.
DecaturDeKalb has posted a $10 million down payment fund offering up to $20,000 a household. There is still no application, no published purchase price cap, and the money arrives as a recorded second mortgage with a ten-year clock. What a buyer writing an offer this fall should actually plan around.

Cottages at Midway is a planned community of 18 for-sale cottages at 2883 and 2893 Midway Road, off Columbia Drive near Belvedere Plaza. The 2.12-acre site is in unincorporated DeKalb County with a Decatur mailing address. MicroLife Institute and the Housing Development Corporation of DeKalb are the co-developers. The current project website identifies Nest Planning & Construction as the builder. Plans call for two-bedroom homes of approximately 800 to 1,200 square feet, arranged around a shared courtyard with walking paths, front porches and off-street parking. Some homes are planned with private carports. Twelve homes are planned for income-qualified buyers at the 80% and 120% area median income levels, alongside six market-rate homes. The project website anticipates prices in the $300,000s to $400,000s and advertises up to $100,000 in down payment assistance for eligible buyers. Prices, qualification requirements, assistance and resale restrictions must be confirmed with the project team and participating lenders; these are not guaranteed offers. In a September 2026 site interview with ATL Vibes & Views, MicroLife executive director Will Johnston said demolition had been completed, further site work was targeted for November or December 2026, and first delivery could be around fall 2027. That projection is later than the early-2027 schedule still shown on the project website and remains subject to change.
